Here are the basics:
Officers spawn in all 0.0 (sov and npc)
True sec has no effect on officers spawn rate at all
Only thing that does seem to have an effect is low activity, lower belt activity higher the chance
They spawn on belts, gates, stations and in mining anomalies
There are 4 tiers of officer Moderate, Hard, Insane and WTF
There are no tricks to running officers you find a system with a decent number of belts you can cycle fast (7-10) under 15min per cycle.
You keep running the belts until you get an officer sometimes it took me 1-2h sometimes it took me 10h
You can get multiple officers in same system, multiple times a day and multiple times a week
Officers drop officer mods & faction mods & tag
Officers will have high bounty 18m-38m
Officers will have escorts 4-8 BS
Officers have massive active tank depending on the tier but lowest starting at about 900
Officers have insane ewar as do their escorts
