While Keegan and others amongst Fortune had become good friends with the local agents, particularly with the Zoar and Sons corperation and helped them rid the local area of all sorts of scum they couldn't manage to quite kill enough to be granted a building permit by the Amarrian empire to erect a POS in high securiy space.
