Rule #1: Don't mine in an asteroid belt if someone else is already there. Check all the other belts in the system first. Find a belt all to yourself, if possible.

Rule #2: If no free asteroid belts are available, then you may mine in an occupied belt. Be polite, say "Hi" to them and ask if they mind if you mine here. Stay at least 30km away from their mining radius and never mine the same asteroid as they are (this is VERY rude)!

Remember, asteroids grow back and people move around, If you can't get what you want today, there is always tomorrow.
