Chaining Rules

(Ripped from CVAs guidelines about ratting in Provi)

Chaining rules:
- if belt has only frigates with same name DO NOT shoot them.
- if belt has only cruisers with same name DO NOT shoot them.
- if belt has frigates and cruisers shoot all.
- if belt has cruisers with two different names shoot all.
- if belt has battleships spawn shoot ONLY BS
- if any of the ships are loyal shoot all
