Commodore Julienne Ortega is something of a strategic prodigy, having graduated from the Federal Navy Academy at 17. She was assigned to intelligence analysis, but became increasingly frustrated by the lack of action and the limited thinking of her peers. Eventually, she resigned her commission and took up as a mercenary rather than remain stuck behind a desk.
