The Cult of the Lash is a splinter sect of the Blood Raiders.

The center of their belief is that the amount of pain and suffering in the universe is a constant, and that therefore they must inflict as much pain on others to reduce the amount of suffering visited upon the rest of humanity, especially themselves.

Their most frequent victims are captured crews and slaves from their raids upon Amarr colonies, due to their special contempt for the Amarr faith, but they have been expanding their raids into other areas of the cluster.

Like the main Blood Raider cult, the Cult of Lash actually has small groups of adherents secreted away in almost every region of the cluster, practicing in secret on kidnapped members of dispossessed classes.
