The Federation Navy Reserves was formed to combat the lack of funding and manpower the Navy faced, offering citizens a millitary career without the full-time commitment (and less pay) was devised by Navy command and accepted by the Senate. Reservists are deployed in defensive roles under normal circumstances but are also used to fill the ranks on the frontlines when the Federation Navy would otherwise be unable.
