Faction of the Gallente Federation designed to strengthen the Federation through systemic testing and elimination of capsuleers not meeting minimum piloting requirements. Accomplished through:

1. Series of conflicts designed to keep the Federation on high alert by harassing ships from opposing factions with unmarked ships in order to create political tension and confusion.

2. Create a new generation of implant-enhanced capsuleers to start a bloodline of superior superhuman warriors to fight future Federation wars.

3. Exterminate those deemed "undesirable" to the Federation. Those who did not live up to the Black Lance standard would be killed through ship and pod destruction.
