CovOps/SOE w/ cloaking and moderate scanning abilities
Capability to effectively fly at least one fitted PvP Faction or T2 cruiser

RECOMMENDED abilities include:

Mining Barge/Exhumer
Transport Ships
PvE Battleship of some kind
Recon Ships
Stealth Bombers
