Following the coupled losses to the Jovian and the Minmatar, the faith of the young Amarr was shook, no longer viewing Amarr as being absolute. Rather than the incidents being merely a test of their faith, the younger generations began to open their minds to outside cultures. After only a few generations, this trend culminated in both the appointment of “accepting Heirs” and the allowed publishing of the Pax Amarria, a book that is now wide spread through the Amarrian population. It soon became apparent to the Elders that this trend could very well jeopardize the purity that they had worked so hard to maintain, and sought out a stop gap to the situation.

Still holding enough weight in politics, a large part in due to the regional Heirs fighting to maintain stability as their culture continued to unravel, the Elders were able to appoint the Ministry of Eugenics.

Founded in 23250 AD, merely 34 years after the Jovian Wars and Minmatar Rebellion, the Ministry was established to monitor and control the inflow of outsides cultures, and to promote purity in Amarr through youth programs and societal regulations.

Doubling into Internal Affairs, the Ministry was also tasked with monitoring high ranking officials within Amarr that were openly accepting of outside cultures, as well as to seek out and destroy Anti-Amarr groups that had begun to pop up within their our own culture.
