For the crimes of Extortion, Blackmail, Thievery, Murder, and Tax Evasion.
Not much is known about Captain Boots, except that he was founding member of the Brutelli crime gang, known as the Tactical Asset Reallocation Team.
For a few brief months the TARTS brought chaos to the Genesis region, the few people who survived thier encounter with Phelan were mixed in emotions. Some could barely speak through tears and clenched teeth, while others were more accepting of the dangers of space. All of them recounted a tale of a ruthless extortionist and thug, who seemed to enjoy watching his prey squirm.
He seems to have kept a low profile the past few years, dissapearing for many months at a time.
