Ok so here's the deal. If I land in a site and you are already working it then I'll probably leave you to it and warp off (probably, sometimes I feel like being a twat!). If I'm in a site already working it and you leave me to it I'll give you standings so I give you the same courtesy in future. If you start to compete with me then that's fair game but I'll also give you standings so I will always contest any site you are in going forwards (and I'm not always flying a Jackdaw). If neither of us has started working the site then competing is fair game and I wont award standings if you try for it.
Rules are suspended for event sites, those we have to compete over.
The game is PvP focussed, we are supposed to compete with each other. Sites dont belong to anyone. The only thing that makes something yours is if you can get it into a station, anything else is up for grabs. Even ganking is a legitimate playstyle, if you cant afford to lose it then...
