"O'Neill is most likely a harmless crackpot. He's spent too much time in wormspace and he comes in-system to drink and visit the library. We've only picked him up, recently, when he attempts to do both at once.

"That being said, please report any sightings of O'Neill in Amarr space to the Central Authority. He is one of the innumerable remnants of one of the outlawed clans, and we're relatively certain he spent a few years in his youth causing us trouble with the Matari Interstellar Liberation Front.
