2. Lowsec route: 11 Jump x 2 000 000 + 2 000 000 000 x (2% + 0.02% x 11 Jump) = 22 000 000 + 44 400 000 = 66 400 000 ISK
We choose the cheapest of the two options and enter it as a reward for the contract.
Reward = 64 000 000 ISK

There are two routes:
