http://evemon.battleclinic.com/screenshots.php - EVEmon has a comprehensive skill planner with attribute calculator, implant calculator and many other useful features.

https://forums.eveonline.com/default.aspx?g=posts&t=24359 - EVE fitting tool allows theoretical ship fitting with API skill imports and the ability to transfer those fittings into EVE.
