https://forums.eveonline.com/default.aspx?g=posts&t=24359 - EVE fitting tool allows theoretical ship fitting with API skill imports and the ability to transfer those fittings into EVE.

http://eve.battleclinic.com/index.php - I dont use it but many will just say to look on Battleclinic when you ask for fitting help.
