Victor Altaras was originally a member of CHOAM Corporation. (Crossborder High-Sec Organization for Astrogeology and Mining) - A mining and technology cooperative between Gallente and Caldari in the Caldari Boder Zone Constellation.

Political upheaval on Tennen II led to the targeting of the corporation by corrupt officials and a mass execution of members that were living in Arrakeen, CHOAMs Headquarters, on Tennen II.

Victor was a Capitan in the Rangers of Arrakeen, an elite unit that held the front of the battle during the raid on CHOAM. After surviving and working his way back to mining status with CONCORD, Victor formed the Rangers of Arrakeen Corporation and continues living by its motto to this day:
