During the Jove war the Amarr had several secret programs in development to aid in their war efforts, one of which included the research in to cybernetic warriors. They called these humanoids "Theandric Obedible Robotic Genetics" or "TORGs".
The Torg are able to download human personas in a similar way to how clone jumpers transfer their memories and in essence, their consciousness to an alternate body. The host does not transfer his conciousness in to a Torg unit however, the torg simply copies ones thoughts, emotions, memories and stores this data. Learning all that this person knows and furthermore sharing this information with the other Torg.
With the unexpected Minmatar rebellion the Amarr's resources were spread thin and the program was scrapped. The Torg were ordered to be destroyed in fear that they would replicate and become too powerful to control. Many Torg units escaped to form a small colony of their own, traversing space in a flotilla of stolen vessels.
