When the Exile “Old Irish” Penal colony of Kilburn V was ethically cleansed by the Imperialist Nanobot plague, a small group of children survived the holocaust. The last known diaspora remaining in New Eden.
Ravaged by hunger, driven by desperation, these children, some as young as six (mio SP), began a campaign of need against Imperialist authorities. Quickly adapting to their newly forced environment the scallywags became quick handed thieves, fast to take an opportunity and devilishly aggressive when in a position of advantage.
These young scamps where soon demonised by the Imperialist propaganda machine as terrorists, the popular media nicknamed them the "Cells", the real race name long lost in history, some historians point to the first Irish Dispora from Earth as the point of origin, others point to the cesspit.
Today generations after, to call them outlaws would be a strech of the imagination, to call them up right citizens would be an outright lie.
