Ozai was born to a slave woman of the former Ja'okaji Tribe, a small isolated tribe whose only homa was an archipellago in what what was orrigionaly the Minmatar Empire.

When his tribe's home planet was conquered by the Amarr, it had essentially become extinct; They were enslaved to exploit the biologially productive region they lived. Eventually the Ja'okaji tribe was disseminated through the slave trade

Ozai grew up as a slave, leading up to his participation in a slave rebellion at an early age. In the aftermath, he found himself with no place to call home and no tribe nor empire to which his loyalties lay.

Drifting in Minmatar space, he found evidience that his father was from the Sebiestor bloodline. His ambition to reclaim a part of his ancestry brought him under the wing of a clan of Sebiestor researchers.
