the wonderful thing about lowsec is that nobody is ever there, unless they are there to ruin your day. in which case, it is a good idea to begin gathering intel on his equipment and capabilities, adjusting your own equipment to counter his. one can usually win by knowing what the other guy has and preparing accordingly. this rule applies only to one on one situations, which simply don't exist due to the MMO nature of EVE.
