Xiao Maejing was the youngest daughter of a family of drifters in the Molden Heath region. Even at a young age, she was adept at tinkering and scavanging while supporting her family. At the age of 16, she applied to the Minmatar Engineering program and was accepted in no small part due to her resourcefulness,

Soon after, it was discovered that she could use the Jovian capsuleer interface without the usual drawbacks of atrophy and psychosis. After completing her studies in the Minmatar Republic, she left the Metropolis region and went beyond the borders of Empire space. What happened in the next few years is unknown, but when she returned to Empire space she was an advanced industrialist with formidable manufacturing skills. In addition, while she was with the capsuleer alliances she gained the ability to invent advanced combat vessels using primarily Caldari and Minmatar ship designs.

Due to her advance skills, she can now construct spacecraft that can rival the four Empires front line vessels. Thus, it has been directed that she be placed under surveillace so that her skills do not fall into the wrong hands. Any ship movement or gate transit logs showing her return to null security space is to be reported to Concord Intelligence.
