CSPA - (Concord Spam Prevention Act) - A fee charged by Concord for communication from unknown players that have not been added to a players Contact list and has not been blocked.
CSPA Fee is on due to a great many spam messages: 1 million ISK will be charged if you initiate an invite or communication.
It will be refunded for non-spammers. If you are an Orca Pilot-once I add you to my contact list the CSPA goes away. (Give me a minute to add you to my contact list before sending invite to avoid CSPA notification)
