Cadets from the Federal Naval Academy represent the face of the Gallente Federation's military wing and are held to the highest standard of professional conduct. That may be why Steiner flunked out of the Naval Academy. However, having inherited quite a bit of ISK from an uncle who died of "natural causes", Steiner was able to buy his way to graduation, and a fancy ship as well. And a second fancy ship after he blew up the first one, and a third fancy ship after blowing up the second. These ships were fancy...and expensive. So much so that Steiner no longer has the funds to purchase a fourth. As such, he is now cautiously making his way forward in the universe, his future pinned on one ship, one dream, one ambition...to retire to some far off corner of the universe before some relative hastens his own death through "natural causes".
