Regarding your inquiry concerning Federation citizen Waltu Verigeaux, we have compiled the following brief for concerned parties within the Ministry in the interest of mutual security:

Dossier:
Waltu Verigeaux completed capsuleer training in YC123. University of Caille internal documents show that he was selected primarily for his potential as a commercially-specialized capsuleer given his prior employment history with Garoun Investment Bank. Initially, no fault was found with the University of Caille’s capsuleer program regarding his accession. However, recently discovered evidence suggests that the grant which funded his enrollment may have held aspects of fraud. Post-graduation Mr. Verigeaux was confirmed to have remained in Federation space for much of YC123 before resurfacing in the Stain region. Although it is not uncommon for capsuleers to operate in such areas, reports of attacks on DED and Empire fleets confirmed FIO’s suspicions that he had defected to Sansha’s Nation.

Analysis:
Mr. Verigeaux’s demeanor is oddly casual and forthright for someone with such an alarming political alignment. We do not believe that his clones have been modified with implants other than those typically used by combat capsuleers, and have also found no evidence that he has been coerced into supporting Nation efforts. We suspect that he will continue to provide direct support to True Creations within Nation territory as well as disrupt partisan capsuleer activity in Empire space. Investigations into his background and current activity are ongoing.
