I'd just like to interject for a moment. What you're referring to as Gallente, is in fact, Gallente/Intaki/Mannar/Jin_Mei+, or as I've recently taken to calling it, Gallente plus Intaki plus Mannar plus Jin Mei plus others. Gallente is not a nation unto itself, but rather another freedom-loving component of a fully functioning Federation, made useful by the Intaki mystics, the Mannar soldiers and the Jin-Mei bankers comprising a full nation as defined by the Westphalian principle of sovereignty.

Many New Eden capsuleers meet a representative of the Federation every day, without realizing it. Through a peculiar turn of events, the version of the Federation which is widely seen today is often called "Gallente", and many of its neighbours are not aware that it is basically the Federation, developed by all the above-mentioned races collectively.

There really is a Gallente, and these people are interacting with them, but they are just a part of the Federation they see. Gallente is the administration: the people in the Federation that allocate the nation's resources to the other people most in need of it. The Gallente are an essential part of the Federation, but useless by themself; they can only function in the context of a complete Federation. Gallente normally work in combination with the other races: the whole system is basically multiple races with Gallantean values, or Gallente/Intaki/Mannar/Jin_Mei+. All the so-called "Gallente" representatives are really representatives of Gallente/Intaki/Mannar/Jin_Mei+.
