Psychological Assessment:

Arcturaz is both physically and emotionally scarred from innumerable near death experiences. A terrifying case of PTSD has irreparably damaged social tolerances. He is no longer capable of living in polite community. Family of origin, childhood development, educational history, and civil betterment no longer influence his behavior. While institutionalization might be advisable, he is a capable pilot and hardened combat veteran. As such, he remains a valuable mercenary asset to the Empire. Our recommendation is persistent encapsulation until further notice.
