So ... just scaring terrorists is torture? We wouldn't want to frighten a terrorist.... Fooling a terrorist for a few seconds to make him think he is about to die, without any physical pain, is apparently far worse than getting information which may save many lives. Every use of our waterboarding has yielded excellent intelligence. Even lies, given to a skilled interrogator, are useful.
