Many don't know what it takes in the Amarr Empire to become a true master of Hats. In order to claim this title, one must not only be an accomplished Amarr pilot, they must have an artisan mastery of wearing, designing, constructing, and distributing hats. A hat master can take any fabric and transform it into a head dressing perfectly matching its wearer. The dream of all hat masters of the Empire is to have the emperor wear one of his creations.
As Hat Masters are true manipulators of their appearance, in order to better suit their hat appearance, they are renowned throughout the Empire as spies and informants. It is rumored that a Hat Master can meet the same person three times in an hour and the target will never know he was the same person. For this reason, many people now demand that hats not be worn to black market meetings and rebellion negotions, for fear of having a Hat Master in their presence.
