Check the blueprint info; there's an 'Invention' tab. If you notice, you got the items required to invent this blueprint from your last mission:

The station you are at does not have Invention facilities. Open Science & Industry -> Click the Installations tab -> Change 'Activity' to Invention -> Change 'Range' to Current Region.

Sort the generated list by shortest jumps first. Set your destination to the closest system.

Take the blueprint and invention items and head out. When you get there, unload your cargo to the station hanger, right-click on the blueprint, select 'Invention', select an installation, and install the job.

When your job is done, take it back to the system/station with your agent, and you can *make* a Perpetual Motion Unit II.
