A former mid-level diplomatic functionary for the Caldari State, Leonard Chong was part of the Caldari delegation at the Gallente-Caldari peace conference on Teskanen IV. A survivor of the Teskanen Incident (Reference: Clear Skies 2 by John Rourke), Leonard Chong continued on in the Diplomatic Corps until Gallente-Caldari relations deteriorated. Leonard then retired from the Diplomatic Corps to begin a career in space.
