While conducting operations, the Agency must observe all laws and foreign policy of the Caldari State. This includes the laws, rules and regulations laid down in the CONCORD accord. Where possible, NRDS (Not Red Don't Shoot) rules of engagement are to be observed. Pilots flagged as outlaws, pilots deemed as criminals by the State, or individuals with active Sanction On Sight orders are exempt from this article.

Authorised operations conducted by the Agency's Caldari Clandestine Service division utilise a separate article, as outlined in Chief Executive Panel Directive 102264."
