A free-thinking Khanid hailing from House Pegasii, Horatio saw too many die due to Sansha's upheaval to stay silent. Using most of House Pegasii's wealth, he purchased a Capsuleer license and started hunting the enemies of humanity across the stars. Having worked in both Caldarii space and in Amarr space, Horatio made many enemies, even though his personnal policy was never to antagonize anyone, only to fight anyone who challenge the safety of space.

His involvement in the formation of the Rodon-Vanyr Shipping Company comes from this. The organization was created as a small-scale mining and shipping corporation, built by small, familly holdings. While the military arm of the organization was small, Horatio's ease with words (and numerous contacts) allowed him to secure a vital spot as the financial backer of the company, and started to convert it into a more active security organization, ready to protect those in need and lay waste to the enemies of mankind.
