Carr Lan graduated from the University of Caille in YC-111, commissioning into the Federation Navy as an Intelligence Officer. Alternating between assignments in the Federal Defense Union and infiltrating Caldari front organizations, he separated from official service as a lieutenant amid allegations of extreme anti-caldari views. Joining The Scope as an undercover investigator focused on Caldari corruption, his position was 'terminated' following the partial release of his report which Sukuuvestaa Corporation decried as "pure libel". Carr's marriage to Serr Lan immediately following the controversy quieted those who claimed he was nothing but an anti-Caldari bigot. Given his reputation, and President Jacus Roden's dislike of the Gallente-Caldari conflict, it came as a surprise when President Roden appointed Lan to head the Federal Intelligence Squadron within the Federal Intelligence Office. Due to the secrecy surrounding Federal Intelligence, his current objective is unknown.
