Delve - Blood Raiders. NPC sov only in two constellations, rest player-owned.
Fountain - Serpentis (plus a few Angel Cartel stations). NPC sov only in one constellation, rest is player-owned.
Stain - Sansha's Nation.
Venal - Guristas Pirates.
[Non-pirate] - sov - While very similar in most regards, these areas do not give the better belt rats found in pirate space. The LP stores are also less attractive, but have their own benefits. These can be found in:
